BYELAWS MADE BY THE Urban District Council of Rishton

For imposing on the occupier of any premises duties in connexion with the REMOVAL OF HOUSE REFUSE so as to facilitate the work of collection IN THE URBAN DISTRICT OF RISHTON.

1. In these byelaws the expression "the Council" means the Urban District Council Of Rishton.

2. Where the Council themselves undertake or contract for the removal of house refuse not less frequently than once a week, and by a notice duly served upon the occupier of any premises specify the days on which and the hour at which the Council or contractor will remove house refuse from the premises,

The occupier shall observe the following requirements :—

(i) On every such day and before every such hour all house refuse on the premises which is not intended for the occupier’s own use or to be removed for sale shall be placed in a moveable receptacle;

(ii) The receptacle shall be of such size and so constructed as to enable it to be removed conveniently and without any leakage, spilling or absorption of its contents;

(iii) The receptacle when containing any house refuse for removal shall on every such day and before every such hour be placed in a position on the premises which will—

(a) be conveniently accessible from the nearest street used as a means of access to the premises for the removal of house refuse, and

(b) not necessitate the removal of the refuse through any dwelling-house if any secondary means of access is provided in connexion with the premises.

3. Every person who shall offend against the foregoing byelaw shall be liable for every such offence to a penalty of forty shillings.

Provided, nevertheless, that the justices or court before whom any complaint may be made or any proceedings may be taken in respect of any such offence may, if they think fit, adjudge the payment as a penalty of any sum less than the full amount of the penalty imposed by this byelaw.

4. The Common Seal of the Rishton Urban District Council

-was hereunder affixed in pursuance of a Resolution passed at a meeting of the said Council on the 22nd day of February, 1927, in The presence of
